Add presets for CityGML that point to online schema

Since the CityGML schemas are by now available online in a way that they can be loaded directly, presets should be added that use these URLs:

http://schemas.opengis.net/citygml/profiles/base/1.0/CityGML.xsd
http://schemas.opengis.net/citygml/profiles/base/2.0/CityGML.xsd

The old presets should be deprecated.
