Standardize slack channels references using ID: CONTRIBUTING.md

Overview

We need to standardize referencing Slack channels in our files using the channel ID, a few places use the channel's name instead and this needs to be fixed.

Action Items

• [ ] In your IDE open the file CONTRIBUTING.md
• [ ] Look for the line that references the slack channel hfla-site by name https://hackforla.slack.com/messages/hfla-site
• [ ] Change the following: From:
