Notes from meeting
Team Meeting 04/19/22:
- Bonnie joined briefly to check in, will be out from 04/21-04/27.
- Jon and Zuri shared update on respective issues, as their research is shared in one spreadsheet. Added that there would be value in other team members contributing to the research of the orgs.
- Zuri re: #487 , started with vote.org, Spread the Vote and Vote411. Finding answers to the questions is fairly straight forward, the wording of their goals should be a clue to what demographic they serve, value proposition is usually on the homepage or About page. Open to adding more questions to the spreadsheet if needed.
- Jon re: #481, started with Black Voters Matter, When We All Vote and Native Vote. Concurs with Zuri on location on the websites of pertinent information. Noticed similarities between organizations and noted we may want to narrow down what orgs we focus on if they are too similar. Suggested we may want to look at success stories on each site, but noted that some sites do not list them.
- Carrie re: #486 , finishing slideshow of analysis, but initial findings indicate a continued value in voters having access to ballot drop off boxes. Data from 2020 still relevant for 2022. Data on drop boxes is spread out on several websites.
- Federica re: #488 , will move slideshow to proper folder. There is a slight overlap with the slideshow Layne is working on, as the research slideshow has a few slides in the beginning that explain an overview of BallotNav. Other than making sure they match graphically there is no concern of duplicated effort.
- Re: #488, for the slides discussing the competitive analysis and literature review, there should be a brief description of the findings of the research and a link to the research details. Will start with the literature review slide, Carrie to work with Federica.
- Karen re: #469 , will work with team members who are not fully moved over to the new BallotNav Google Drive. Will work with PM team on #489 . Will post in Slack channels directions on how to update the BallotNav calendar for when people will be unavailable.
- Once literature and competitive analysis is completed, we will need to schedule a meeting with Bonnie to review and plan next phase of research.
- Stacey re: #489 , created issue to think about long term plan for BallotNav, based on looking into completed HfLA projects. Will work with PM team and consult with Bonnie to figure out how to build a plan for long term sustainability of the project.

Team meeting 04/26/22
- Joseph joined the team meeting, after a hiatus since Sept 2021.
- Updated Joseph on the current status of the project.
- Carrie presented slide deck- The state of ballot drop box voting in 2022, #486
- Question raised by Drew re: for states that are limiting drop boxes, what exactly are the restrictions? (ex: in Ohio, they are limiting to 1 per county and if there is a ballot from another county, they are not obligated to forward it through.
- Carrie observed that there is no real direct competitor to BallotNav.
- She also added to the spreadsheet a space for organizations that had board of directors
- Zuri gave a brief update, and will present next week, #487
- Federica briefed on her slide deck on methodologies, will present next week, #488
- She will connect with Zuri and Jon to add their research to the slides
- Asked about feedback on the index for anyone to suggest anything else she should include.
- Stacey raised questions for #489
- A regular ongoing team of developers will be needed for a website: how can HfLA support this effort long term?
- Question about whether we can develop something that relies on volunteers to maintain: will another organization view this as viable and be willing to partner with us, or will a finished product be expected?
- Need further investigation into what an open source software used by local or state government would look like?

Target audience will focus on the larger nationwide orgs that have voter issues as their main objective. Ex: Black Voters Matter, League of Women Voters.
- In focusing on large orgs, we hope to get a better sense of the broad concerns of voters, as opposed to focusing on a regional org.
- If we connect with an org that has chapters and gives us info that may pertain to a regional concern, we will have other chapters to compare the data to.

Layne prepared an extensive notes doc: Ballot Nav Customer Development Activity Log
A problem to solve- invite candidates to outreach to understand community.
- Layne created a Miro Board to map out how to identify an opportunity to solve.
There was no responses from the posting in the main HfLA Slack Channels.
- Will post in the channels for the other projects, without the survey.
- May need to rephrase the wording from the original post- "if you know anyone who may be interested in talking to us".

Current BallotNav website
- It does have a presence on AWS
- The substance is not operating, so it is at a minimal cost on AWS
- It is easy to start up running on someone's computer if we wanted to add and test features, but this is not something that is critical for us to do now.

- Meeting re: Overcoming rural/urban divide (Rural Urban Bridge Initiative). Insights:
- Urban voters have an issue with talking to rural voters.
- More of an urban/rural divide.
- To motivate rural voters, they need to be approached differently, listening more, using the language that they speak with.
- In 2020, only 35-40% black men voted.
- How to invite low turnout voters to a listening session.
- Candidates are not motivated to reach out to people who don’t vote.
- Asked how organizers can be better supported, organizers being present will bring people out of the woodwork.
- People feel isolated because they don’t see people like them- there are always people around who feel the same as you about issues, but you cannot find them.
- Tried to attend more but had issues with Zoom links
- Native American Policy Institute meeting- nothing pertinent.
- LA Forward- reflected on how their efforts went- This was most useful meeting she’s attended so far
- Created Miro board- translated pain points from a user perspective to a needs statement that we can prioritize or work on.
- Can see what insights start to overlap, what trends show up.
- Data is not easily accessible- and expensive and complicated to share. Could be an opportunity to work on.

- Prakhar Singh- Creating a guide for UX research work, Jon and Zuri to take the meeting. Prakhar reached out via Slack. Discussed that it would be a good idea to take the meeting and learn how teams can make a contribution to a guide and help get it completed. Zuri and Jon to coordinate with Prakhar.
- Issue to update HfLA site for BallotNav: Karen to start, needs collaboration.
- Week to take a break, Karen to post a poll on Slack.
- Karen's work on a slide deck to share with Vote.org for partnership. Needs approval from Bonnie and Code for America, then work on scheduling a meeting with Vote.org.

Felon Voting Rights possible competitor: https://howto.vote/ noticed that Democracy works has a howtovote project that lists information re: felon voting rights
Chelsea was looking at election data and surprised by how many people did not vote. Would be interesting to get voting data points such as what neighborhoods voted, what age group
- Primary in LA was only 26%
- Why not voting? Doesn't matter? People are over stimulated. Social media has isolated some and encouraged others
- Need to sit down and complete ballot
- Going to the polls - you have to do everything before getting there and in a time crunch @chelsealensing will do further digging to see if a breakdown can be found on LA data would be interested to see number of people voting in smaller elections and reasoning why they do or do not vote
Question: do all states let you complete a fake ballot ahead of your ballot to be prepared. Chelsea had to use another tool in Missouri to be able to complete her ballot before heading to the ballot.

During the holiday break, we will work asynchronously with the team to better understand Democracy Works projects and come up with questions/talking points for our meeting in the new year. Here is the issue we should work from #509

Chelsea talked about finding it difficult to find free information for LA County. Digging through numerous pages of information and finding detailed information takes time LA Information. Past information was not displayed until the new November information was updated. Is this a tech issue?
