Update the readme for how to set up and run v0.4

Overview

The readme is out of date for how to set up and run v0.4 (our mvp). We need to update the readme with step by step instructions for how to get it running.

Action Items

• [ ] Remove the misleading information about running the mvp in the development readme
• [ ] Add the information in Kat's amazing google doc below
• [ ] Make a pull request to development
• [ ] Also make a pull request to development-0.4

You might have to take some liberties and make some decisions with your writing.. No worries, it will all get ironed out in the review
