UXR - Create a plan for the research part of the 311 wiki
Dependencies
We have been told to copy the structure of the internship and tdm calculator projects in designing our research wiki, but those project pages seem to changing and the teams have been too busy for regular check ins around research ops. In light of this, we should pause the structural wiki work until there is either a final version of one of the sites or someone else is able to get an ops group off the ground.
Overview
We need to create a proposed structure for the 311 Data research wiki with action items for each page so that we can track the progress of research being added to the wiki.

@ryanfchase - I'm starting to think this ticket is a duplicate of the epic. We're doing a lot of this thinking in #1926, and we are taking on one piece at a time as they become clear. Maybe we close this as a duplicate? Thoughts?
