Create timeline based comparison tool

Overview

The 311-data team has requested a report feature for dashboards that compares request data from month to month and year over year (last 3 years)

Action Items

• [ ] Create a new report/dashboard using a plotly dash python file (existing dashboards are a great starting point) with timeline charts showing month to month and year over year request data.
• [ ] Add the .py file to the dashboards directory
• [ ] Connect with the 311-data team to deploy the new dashboard to the 311 Data app. A new version of the project needs to be deployed and the report needs to be referenced in the React client header
