Error #487: Your port specifications are illegal

when I edited my /etc/proxychains.conf from socks4 127.0.0.1 9050 to socks4 125.26.99.288 4000 it give error with this command proxychains nmap -sT -p 172.217.19.164but I don't understand why..can anyone help?

I think its because that IP belongs to google
