A line in hosts file causes runtime error:

To Reproduce Steps to reproduce the behavior:

echo '# 1.1.1.1' > /tmp/hosts
hostctl --host-file /tmp/hosts list

Expected behavior A clear and concise description of what you expected to happen.

The line should be treated as comment and not crash.
