Add Docker containerization configuration

These files will enable anyone to run the project on any machine, so long as a container runtime exists (e.g. Docker).

As an added benefit, and without concession, these files will conveniently also enable developers to run this project in the cloud through GitHub Codespaces (for free, of course).

Upon merge, you can run this on your phone, if you were so bold.
