Missing horizontal rule above sublink in container cell

From CP: Just noticed that the rule is missing on the sublink in the Ukraine container - see screenshot (piece on prisoners in top right of box). By comparison, the Kwarteng piece in headlines in top right has the rule I was expecting between the sublink.
