`merchandising-high` ad slot

Fronts show merchandising slots that contain special banners. These are inserted into fixed positions on article but an enhancer is required for fronts to decide the best position. See current logic in Frontend.

The merchandising slot is a space where various different promotions are inserted. On articles there a merchandising-high and merchandising-low, I think it might be the same for fronts too
