Set up build/deploy process for A/B test UI

What does this change?

This sets up an initial build process for the new A/B test UI. The Svelte application is built into a single HTML file, then uploaded to the frontend-store S3 bucket for access in the admin tool- see https://github.com/guardian/frontend/pull/28000
