Establish formal backups of the CIViC database

@acoffman raised this important point. We should do this before we completely abandon the CIViC spreadsheet.

We still do not have formal automated backups of the database. We have periodically created various types of backups at key points in development.

Now that we are on the cloud we can automate the creation of snapshots as an effective solution to this problem.
