Updated dependencies based on NPM audit

• Updated dependencies to remove npm audit warnings
• Updated tests to account for differences with new dependencies and generators in node 10
• Update eslintrc to account for new eslint version
• Updated dev-bin/build.js to account for new adapt syntax using promises
• Small fix to Proxy switching a constant string to use single quotes per eslint recommendation
