[Enhancement] Built-in alerts should provide more details

After enabling the built-in alerts users are seeing the following several times a day.

etcd: cluster is unhealthy Level: CRITICAL

Then after a few seconds later:

etcd: cluster is unhealthy Level: OK.

Need to provide more details in the alerts that are sent to users.
