1b) Another possibility could be the path "/usr/local/share/icons". I'm not sure if all distros will use this path.
- If you wanted only for your user account, you can extract it under "/home/USER/.icons" or for newer distros "/home/USER/.local/share/icons".
Please note that you have to edit the index.theme file. There are many bugs in it. After that you have to update your cache with "gtk-update-icon-cache /usr/share/icons/NineIcons"
The Window Border with the name PlatiPlus and ClassicPlatinumStreamlined have to be in ...

I tried following your steps but I do have a few questions:

for the icon installation step you mention the need to update index.theme. Could you share what the updates made were?
-
on this current repo, the ClassicPlatinumStreamlined folder does not contain the gtk-3.0 directory or index.theme that you had show up in your directory list. Do you have a backup of these files?
After all these steps are completed, what do we need to run for the theme(s) to show up in the Xubuntu Appearance manager? Currently, I do not see any of the three added themes showing up in the Appearance program.
