Updating For Play 2.9.x Series

Added support for 2.9.0+ versions of PlayFramework

  • Dropped support for Scala 2.12 in higher Play version enums
  • DefaultVersionedRoutesCompiler uses VersionNumber for version fiddling
  • Added isLowerThan, isHigherThan VersionNumber helpers
  • 2.9.x routes have a renamed library
  • Twirl version bumped to 1.6.0

@jmswenski Are you aware of https://github.com/orgs/playframework/discussions/12338, a new official build-in Gradle Play plugin?

Oh hay! @mkurz No I was not aware of that. Will def start moving in that direction though. Do you think we could still have these changes merged?

We just completed a Java21 upgrade from a 2.8.x base and we're trying to increment our way up to 3.x
