Add GHA workflow that builds a python wheel

Here's a GitHub action workflow that will build a wheel. The artifacts are uploaded to the "actions" -> summary tab after triggering the workflow manually

The Create release.yaml looks like it achieves everything I tried in my PR here so it seems we can close my attempt here...
