update cli installation instruction

must have phar.readonly disabled or build will fail.

Oh hi, didn't see the PR. Sorry for the delay. Adding phar.readonly wasn't necessary for me in the past. Can you link me to anything that gives an explanation why this is necessary now? Thanks!
