Review testing setup

android_local_test is currently disabled in Bazel's BUILD file.

We need to review and update the current testing setup.

While I was working on #204 android_local_test was working fine. I also resolved conflicts that happened but did not push it. I can change Github Actions to be triggered on every push so that you can verify test are working fine
