Add .nam file for Hebrew Extended

This is a followup to pull request #188 that was automatically closed by mistake when this project renamed its "master" branch to "main".

This adds the Hebrew Extended character set, which extends Hebrew to fully cover Biblical Hebrew and Yiddish language. It includes full cantillation marks support, wide letters, punctuation and ligatures.

Since I merged #453, we will now need to migrate this PR to https://github.com/googlefonts/glyphsets/

nam file for Hebrew was added there: https://github.com/googlefonts/glyphsets/blob/main/Lib/glyphsets/encodings/hebrew_unique-glyphs.nam
