Google`s (beacon tool) to connect I get nothing from unregistered or registered!

I cant get the hardware to connect with my android smartphone using Googles (beacon tool) to connect I get nothing from unregistered or registered! the blue tooth is receiving broadcast pings but nothing else! what next?
