Add support for Github Merge Queue

Once https://github.com/googleapis/repo-automation-bots/issues/5322 is fixed, we should enable Github Merge Queue to improve velocity by automatically syncing/merging approved PRs. See related issue https://github.com/googleapis/google-cloud-python/issues/11655
