Improve the process of promoting clients to stable

Client libraries should be marked as stable when the API service is marked as GA. We should improve the process of promoting clients to stable to make sure that client libraries are not remaining in preview for an extended period of time.

Potentially the README could be updated include information about whether the API is GA, along side the current client library stability level.
