Add AWS KMS support

Similar to #1799 this would be quite useful.

AWS KMS has recently added support for asymmetric key operations, see API docs here: https://docs.aws.amazon.com/kms/latest/developerguide/overview.html.

There is definite interest in this from LE but we are unlikely to get around to actually working on it until sometime next year, but if someone wants to jump on it before then that'd be wonderful.
