Have some sort of dashboard for current build/tree status

There are ways for people to get the status of specific builders, if they know the correct arcane incantations. We should have some sort of dashboard that is easy to discover/read that has the CI status, so devs can easily see the health of the tree.

This is dependent on the build service that we use providing this information via an external viewable UI, so is currently blocked.
