Design a new version of the Sync Protocol

The sync protocol is currently HTTP/JSON. It'd be nice to be able to make this have a GRPC / Protobuf option as well as a formal specification for the protocol itself.

Steps to Completion

  • [ ] Create a design doc for the new sync protocol
  • [ ] Implement as part of the sync service
  • [ ] Document the new features as well as backwards compatability
