Convert configuration in SourceRepository to a config file(s) under revision control

Currently the configuration for the importer is in DataStore in the SourceRepository entity.

There's risks of fat-fingering and edit, and it's generally good practice to have configuration under revision control

There's some state storage going on here, this should remain.
