Update closure externs

It would be nice to have Closure externs updated to v20250723 or later to pick up improvements such as https://github.com/google/closure-compiler/commit/bd2912eab98400b724a51502819689c1efd6975d

I second this. I was expecting fixes for:

• https://github.com/google/closure-compiler/commit/5aadfa78592a2778ae4cac52613fb9238228b3e8
• https://github.com/google/closure-compiler/commit/b57e0aa8dd36a581b23d4cbff6651aedabd5bff5

in release 1.3.0, but no luck as it's stuck on an old closure version.

Please update https://github.com/google/elemental2/blob/master/MODULE.bazel#L43 Thanks!
