Support importing from storage

Related to #404 (and #734 ) it should be possible to import from the output files generated from the serialization layer.

I think it is out of scope to worry about the data model changing, e.g. that might happen and break things. But while the data model is unchanged it should be possible to point DTP at a DTP created serialization and treat it just like another export source.
