first commit from orphan branch

This time with an orphan branch hopefully fixed the issues of pull request https://github.com/google/data-transfer-project/pull/1251 in relation to issue https://github.com/google/data-transfer-project/issues/1158 this is my first time contributing to this project so let me know for any defects, I'm happy to take any critic.
