Release 0.1.3 to address issues in 0.1.2

0.1.2 has a known issue with MacOS, which was reported in issue #3 and exemplified in the Homebrew config.

We should (finally) release 0.1.3 to enable us to cleanup the patch in Homebrew and enable everyone to avoid manual workarounds for this issue.

Note: this should be done after we re-create the historical versions as per issue #61.
