Re-lands https://github.com/google/XNNPACK/pull/5031, which was reverted in https://github.com/google/XNNPACK/commit/0da379fc4808f9601faef392352018c741c0f297 due to breakage as noted in https://github.com/google/XNNPACK/issues/5669.

@skottmckay would you mind testing this to see if it fixes the problem you encountered in https://github.com/google/XNNPACK/issues/5669?
