submodule pythondata_software_picolibc does not have an explicit license.

@kgugala Since it has been "yoinked from pythondata-software-compiler_rt" perhaps it could also be Apache licensed?

@mithro this is a different thing - it's a shim for picolibc, not picolibc itself.
