Missing Unity meta file for Editor/Bindings folder

Hello,

on the most recent version there is no Bindings.meta file in the unity/Editor folder. The Bindings folder, and the importer within are ignored as a result by the editor. This is only an issue if the package is imported remotely (since the package folder is then immutable, and the editor won't create one there) as far as I can tell.
