added a new domain: PuckWorld

I created a new domain for csuite which is a simpler version of PLE's PuckWorld game.

I've added some basic tests. But I need someone to look over the dynamics equations and make sure that the physics is realistic.

Actually, no. Due to the increased work/trouble in maintaining this repo, I plan to contribute only to my fork. If this becomes easier at some point, I'm happy to merge my changes back in.
