Draft Windows CI Run

This provides a draft windows ci run, using free-tier github runners.

the original ci.yml was taken and converted step-by-step (on separate work-branch) to a windows run.

The run completes now without failures

There are still issues to fix (worked-around)

(things look good, but local tests still show problems and crashes)
