Trying to host a private server with one of my friends

Describe what went wrong with DMP. so I am trying to host a private server with one of my friends but he cant connect to the server using the public IP that I give him. (I have port forwarded also that I don't think that is the problem)

Same setup here, a connection can be established without a problem. The server is running on Windows 10, mods installed via CKAN, I also have Syncrio running.
