ISNBAT see editor styles on the front-end

Describe the bug:

This could be a misunderstanding of how these styles work.

Because we have editors.scss styles being loading on the front-end we have situations of conflicts. There is also likely to be code duplication and excess file size due to the excess unused styles being loaded on the front-end.

Expected behavior:

The following is my expectation. editor.scss - Should load in the editor only. style.scss - Should load in the editor and on the front-end.

Isolating the problem:

• [x] This bug happens with no other plugins activated
• [x] This bug happens with a default WordPress theme active
• [x] This bug happens without the Gutenberg plugin active
• [x] I can reproduce this bug consistently using the steps above
