Move to ansible package module for installs

Current pattern used to install packages, was to fins the OS flavor and then call an OS specific play that would do yum or dnf or . Ansible now comes with a package module that abstracts this for us, and makes it easier to add more distributions for testing.

Use https://docs.ansible.com/ansible/latest/modules/package_module.html to replace patterns like, Include distro.yml and, Distro.yml
