doxygen'ize?

hi. would you be interested in a pull request just adding some doxygen comments in front of some routines? i'm not a doxygen expert, but could do at least a first pass. and, i would probably only do ctl/str.h, and maybe ctl/vec.h, as those are the only two i have looked at/used.
