glmark2-win32 does not use full gpu power available on windows.

I compiled glmark2 in mingw under msys and i can run it fine from there. I wanted to use glmark2 to compare performance between my linux install and windows 10 install. But i noticed my scores on windows where about half of the scores i have on linux as you can see in the screenshot below:

I Also had noticed this with a certain game (zaccaria pinball) that has both implementation for windows as for linux.
It seems in linux glmark2 uses complete power availble from the gpu and makes gpu usuage go to 100% but in windows it's only going until 40-50% (half the power, according to taskmanager) and that might explain the numbers.
I also noticed opengl32.dll was used from the windows system32 directory and it was supplied by microsoft. So i tried temporary renaming the file and running glmark2 again from msys and then it was using the mesa library but unfortunatly ran in software mode (llvmpipe).
Is there anything special on window i should look at to make glmark2 use complete gpu power availble so that numbers are more comparable to linux ?
I suspect something in windows or the nvidia drivers to be the culprit but i'm asking anyway as others might have noticed it as well
i also try to build glmark2 with Windows 10/MSYS2 and MinGW x64 meson ask for
but i don't know what could maybe fit for Windows 10 here
