Gitpod Flex - AWS - runner deletion

Bug description

When i deleter "runner" from "Gitpod Flex" interface, "runner" is not deleted on AWS.

Steps to reproduce

Steps: a.) Gitpod Flex > Settings & members > Runners > Delete b.) Gitpod Flex > Settings & members > Runners > Force Delete After this action runner disappear from gitpod UI(that is correct). c.) AWS > Amazon Elastic Container Service > Clusters Runner is there and is running - consuming resources, which are billing.

Runner should be deleted on AWS.
