Prevent auto-updating the CLI

Updating the CLI is a long operation. When there is an update available, sometimes the extension auto downloads and updates the cli. The user should always explicitly accept an update since that can break the workflow.

+1 Really inconvenient to suddenly get ~400MB download that you cannot cancel(?) over mobile network. Another inconvenient scenario - a class of ~20 people that preinstalled CodeQL for a workshop a day before and auto download kicks off for everyone at the start of the workshop.
