Tag inside interpolation (strings, subshells, regexes, etc)

Precise ASTs give us the ability to produce tags for interpolation. Since a la carte doesn't consistently allow this, we've temporarily disabled this functionality in precise tagging. Once we move off a la carte, let's turn this back on.
