Webpacker `javascript_packs_with_chunks_tag` support

Currently, the view_helpers don't include a nonced_javascript_packs_with_chunks_tag. This would be a handy addition for those folks using webpacker with split chunks enabled.

I'm not sure I know enough about this issue to make a decision on what to do. It has sat for two years so I wonder if this is niche enough, has been resolved, or needs addressing. What do people think?

This is an issue for us, however unsure if it will happen due to webpacker being retired
