Dependabot Version Updates: Dart language

Summary

The Dart programming language is a popular language for web and mobile developers. It uses the pub package manager to manage dependencies. Today, it is difficult for developers to stay up to date as their pub dependencies change. This change will allow Dependabot to make pull requests to repositories with Dependabot Version Updates enabled.

Intended Outcome

It's easier to stay on top of the latest dependencies with automation.

How will it work?

This will leverage the existing feature Dependabot Version Updates to proactively update pub dependencies to their latest version periodically.
