Update rouge gem to 3.28

GitHub Pages version 223 currently uses rouge version 3.26.0. Can this be updated to rouge version 3.28.0, the latest version available on rubygems?

Rouge is already on version 4.0.1, and Jekyll is on version 4. This is falling behind. Almost a year without an update. Is there any way I can help?

Rouge is now up to version 4.1.2. Is it possible to get an update?

It is beginning to look like @benbalter, and @parkr ’s work is now abandoned.

That's unfortunate to hear. There are many people eager to see GitHub Pages support for the new languages that have been added to Rouge over the last few years.

I hope I am wrong, but even pull requests approved by @parkr have yet to be moved along.
