I'm not @fulldecent, but I stumbled upon this PR through the Google query "Gemfile.lock GitHub Pages".
I made this search because I received a dependabot PR for a Gemfile.lock file in my Jekyll-based GitHub Pages site, and I was curious how necessary it was to actually maintain a Gemfile.lock file for a GitHub Pages site.
Can you point to links to other users that have come across this issue?
