[mac-osx]: support Apple silicon (ARM64) architecture natively

Currently we support Apple silicon architecture (ARM64) thru Rosetta.

This issue tracks work to support Apple silicon natively.

Won't make sense until gh-cli supports Apple silicon natively: https://github.com/cli/cli/issues/2426 Marking as blocked for that reason.
